ASP or PHP Narrative

I have project that will result in output that will be in narrative form, similar to a technical report. (Outlines with paragraphs, a cover page and a table of contents.) The user of this on line system will repond to questions and be given directions to help them answer the questions. Questions have fields which are variables and require the users input (yes/no, select from, open entry text, and dates.) There is some looping, and canned input which is prompted by the responses in the narrative. (Example, a yes to a question here may result in the entire next sentence being copied into the report.) Many responses will cause the program to skip several steps to the next question. This will result in one cohesive text in the outline format mentioned that could be saved by the user to their own pc, and possibly to the website where it will be archieved for a pre-arranged time, and the user can edit. (Password) Once the user has completed the questions and has the report, it will eventually be saved to pdf format by the user on their pc. The user will pay to use the query form to produce their report and be able to edit it for say 30 days. After which they can select to have the website archieve it and pay for the archieving. If you can do this, are available and can provide a cost estimate please respond. Note, the final product will probably be anywhere from 3 to 6 pages. The layout is worked out as described although I haven't finished it (80% done). I expect there to be about 250 total variables. I already have a website and this will be added to it, the website has been expanded by its designer to accommodate this, however the existing web master declined to work on this project as it is beyond their skill set. So you have an understanding of who I am. I have listed this project as a small project as I have no idea what the difference is between small, medium and large, and can only explain the details as noted above. I have laid out MIS systems and have some understanding of the architecture. I may develop more of these if this has some commercial use, but it is a highly customized area and there aren't a lot of potential customers. I am sole prop with 1 part time employee and several consutants that I sometimes direct work to, when I can't do it myself.
