Adding New Function the our VoiceChat

We rent voice chat to other sites, and there is a main admin where we can create Category(1-255) and we can add Rooms to category and we can add Moderators/Admin (Mod is user level 2 and admin is user level 3) to category. The software we have allow us only to use one global admin to do all the work (you login with master admin user/pass and have access to all that functions). What I want is this To allow each site to add delete (rooms, users), so i can asign max number of rooms/users per room/Admin/mods so they can do their work on their own. This is not a hard taks if you are good with activeX and VB scripting... Im attaching help file plus admin cab file. If you are serious I can give you access to admin panel where you can take a look how everything is done, that would give you a better idea.
