CMS Advice Wanted

I need a coder with CMS experience to recommend a versatile and **fully customisable CMS system** that can be used to design a national travel website with Main Categories (states) and sub-categories (regions within each state). **The CMS system will need the following modules: **4 levels of listings (Gold listed first, Silver listed 2nd etc) Featured listings on various pages Hot Deals (specials) Search and advanced search Newsletter (that automatically send out list of monthly special by email) Recipes (uploaded by members) Members Login to add/edit/delete all member related features e.g. pictures etc etc Admin login to add/edit/delete activate/deactivate all sections Complete Statistical reports (Automatically sent to members by email) All features should be fully customisable by the administrator Admin should be able to add/edit/delete categories and subcategories Admin should be able to activate/deactivate all functions **Other Details** In you bid please state why you recommend this CMS system as the best solution. What program/s is need to make publish this to the web. What platform the system need to run on. How much (if any) the modules cost. Please also state if you are interested in building this website for me (I will offer this a separate bid later) In conclusion the key feature I am looking for is that the CMS must be highly customisable by the administrator.
