Calendar Review System

The application must be in VB.NET/ASP.NET using no 3rd party controls and SMTP mail, and preferribly SQL Server (no specific version). I have a database that has a list of all my bills, when they're due, how much, and comments. What I want is an application that will look and see what bills are due the next day and send me a Meeting Request (.ics) that will work in Lotus Notes and/or Outlook. So let's say tomorrow my cellphone bill is due. I would like an appointment to pop up with "Cell Bill Due". Inside there will be a link that when I click on it opens a simple webpage that has a place for comments. I type the comments in there and save, for example "Paid with check 112". The last piece is a view on the web that I can log on and see a list of all my bills, and then I can click on one of the bills and see the entire history of comments I added through the links in the calendar appointment. For example Cell Phone -- 3/10/2011 - Paid with check 112 -- 3/11/2011 - Called customer service and told them my voicemail wasn't working. -- 3/12/2011 - Customer service called back and fixed my voicemail. Bonus may be added if the site itself looks particular good.
