Combine functions of a2billing and freepbx in seperate GUI

I need someone to combine a2billing and freepbx functions in one GUI as can be seen in the attached html template for the admin section also the client section should be modelled. The project works like this all incoming calls will be terminated to sound files. The admin as well as the reseller should be able to allocate DID numbers Admin>>Reseller>>customer. Only incoming calls are billed. Called DID number should be reflected as destination not the sound file. The billed amount is payable to the reseller.
