CSS / HTML task

Hello, I want to convert a very simple psd into CSS/HTML. You would be converting the main page that is very simple. And may be one inner page as well, a very simple one. As I don't have enough time for this job and I want to make sure that you understand the requirements before we may proceed. So please answers these questions for me with your bid. I wont consider any coder without answering these questions. 1) Are you flexible for minor changes? 2) Do you have experience of using Accessibility options. More information would be provided in private message. You should have command on JAVA Script. 3) I want a clean code, well documented CSS and html. You can use tables. 4) You should be able to provide me the first page coded in 15 hours after the bid is accepted. I need this job done in 36 hours, so please ask questions if you have. 5) The payment would be released after testing the code and functionality of the site. I want this code working same in all browsers. Thats is a key. I am very corporative and descriptive but I need a guy who can understand my requirements well and perform fast. Buyer will receive exclusive and complete copyrights to all work purchased.
