CakePHP User Portal for Shopping Districts

This is a Brick & Mortar Merchant Directory (Merchants, Events, Images/Videos) for a shopping center or district with a handful of very common social networking features including User Profiles, Comments, Forums, Image uploads, and Video uploads. Detailed specs are attached. This project will be done in CakePHP. Schema is done (though open to modification) we just need Models, Controllers, and some bare-bones views made. We are specifically looking for coders with **strong** experience in CakePHP and estimate this to be 40-60 hours of work for an experienced CakePHP coder.
