Convert website pages to SSI

Basically what I need is someone to write a script, or to manually change, all of my existing .htm / .html pages over to SSI by replacing the majority of the top code by my '[login to view URL]' file, which will allow me to make site wide changes to my menu easily and quickly. This 'top code' would be replaced with <!--#include virtual="/[login to view URL]"--> The .htaccess file has already been modified to accept SSI with .htm and .html pages.
