Build a server based online Keyword tool

Looking for a programmer that can build an online keyword tool that store keyword data in a database. it should also be able to look at google trend and other trend sites to scrape keyword so it can sustain itself with keywords. I dont want many functions, I want it simple and clean. The idea is to build a database so I dont have to keep looking up the same keyword. But an option to request a look up for the specific (the date when the keyword was stored will be good). Also you as the programmer should have in mind that it should be possible to have multi user with login and password(could be added later). Also I need it be able to use proxy servers that will read from an online file. ex. [login to view URL] so it always have fresh proxies. So it should look ex. each 10min into the file. If it does not work/timeout it go to the next proxy. Should also to be able to look up in google keyword tool It shold be able to handle more google accounts. Also the option to merge proxy to an google account.
