Connecting consumers to accountants

I need a website that can allow regular consumers and business to obtsin the services of accountants (CPA) via a bidding type model. I envision a simple website something along the lines of [login to view URL] where someone who needs an accountant can go to my website and enter their zip code. then they would fill out a simple form which will assess their tax needs. This information then gets sent to participating accountants and they are able to bid for that business. The way I make money in this website is via a referral fee and an annual participation fee ( I'm open to suggestions) I would like the ability to send mass emails to all accountants in every zip code across the country and have them come to my website site along with as many consumers as possible. I need a very professional and engaging website with flash animation, encrypted personal information, and the ability to modify and adjust the site. Someone who can deliver this project to my liking will receive a nice fee as well as coninued business in potentially overseeing the project. I have a website that I own which will be used.
