Clustering using SVM Machine Learning

I have a following training dataset as a text file (this dataset is dummy. The actual dataset will be bigger but will have the same two columns) Observed, Actual 2.3,3 1.1,1 1.7,2 2.1,3 0.9,1 I want a program that will first read the training dataset from a text file ([login to view URL]), train itself and then read the testing database from a table (that will have observed values). It should then predict the actual value and then upload it back to the database. You can use SVM's, PCA's some kind of cross validation in order to test it. This program should either be made in PHP, Java or Python
