Completing Market Research / Paid Survey Website

I posted this project some time ago and chose a provider as winner but they cannot complete my project even though it's clearly described and they guarranteed % 100 satisfaction. I lost money and valuable time. For this reason, I will just regard providers who can give big and valid project references. Preferably having experience in paid surveys, market research panels, ppc, ptp, ptc and e-commerce. Also I will just pay via escrow! I do not want to fall in a bad situation and be threated again! It has two language version: Turkish and English. I provide all translations for Turkish version. Website needs to complete partner area, admin panel, forum and maintenance of pages. Forum will be free phpbb board so it's not a big issue. For more info about partner area and admin panel, pls check attachment. If you cannot complete admin panel, pls do not bid on this project. Main idea of project is creating surveys for users. Admin panel should create survey forms by using target feature. I can call it advance version of well-known script "php form generator". Targeting option will have to use both registration info (city, age etc) and profile surveys (income, interests etc). Eligible users will be notified by email and they will earn an amount when they complete the surveys. If something is not clear please pm me before bidding. I do not want to give my project to another provider who cannot complete this project.
