Create a Webpage Editor Program

I am looking for a lightweight program that is similar to a CMS program. I need to allow my clients to edit their web pages and the name of their menu items. I will have several 5 page websites and each site will have a separate owner. I want to give the owner of each site the ability to edit just the text of the pages on their site as well as the ability to rename any of the 5 menu items that link to their 5 pages. I am open to recommendations. I have read about other CMS programs that do not require a database to perform what I am asking for in this project. I believe they probably use XML but I am not sure. I am open to either a XML (non-database) application or use of a MYSQL database application. If you want to design this using a MYSQL database, then I would like to have around 100 sites being powered by one database but of course, each client would have his own login and password to login and edit their own specify pages only. I am not looking for any graphics work to be done on this project or any other features at this time. I just want a very simple way for my clients to login in with a web browser and edit their pages and ability to rename menu items. I want this application to have as few files as possible. The fewer files required, the better as my host has file limits set on my account. Please do not leave blank bid amounts unless you have questions prior to bidding.
