Additions to PHP sign up form

Hi, I would like a system integrated into my current fairly basic sign up page. It wants to have an admin panel for me and staff, plus one for our clients. The staff admin panel wants to be able to add 'coregs' which appear on the sign up page. Co-regs are tick boxes that we will want to some text and a small image next to. When they tick this it wants to make a note of this on the row for that user in the database. You should also be able to create new clients in this that can be assigned to coregs. The staff admin should also make all coregs be pending approval by the master admin before going live (me). The client admin panel wants to be able to see how many people have ticked their coreg today (so when creating a coreg in the staff admin you can assign a client to it), yesterday, this month and last month. Also to download a CSV of all users who have ticked there coreg. Plus they should be able to have the ability to have them emailed to them in a CSV file weekly or monthly (or not at all). The client also wants to be able to set a cap when this 'cap' (amount of users have joined) is hit the coreg stops displaying on the sign up, when they set or edit this cap it should be pending approval by any staff account. Client should also be able to edit their coregs but this would also be pending approval by staff. I think it would be good if when adding/editing staff accounts I could set their privileges of what they can do/approve. A way a client can sign up would be good as well, this account would be subject to approval by staff though before they can login. Thanks a lot and let me know if you have any questions.
