Create Submittal software with selectable items, design interactive switches from existing images

I'm looking to have a piece of software written that will allow me to manually change an image to represent how switches should be set on my equipment in the field. We have dip switch banks and rotary dial switches in our equipment and I need a way to animate them then have them selectable. Attached are a few pages that illustrate the switches and their functions.
