Customizes Local Pixel Ad Site

My project is a modified version of original milliondollarhomepage pixel site. It a local targeted pixel ad site that will be broken up into a few categories. I actually already have a homepage design that I am really happy with so assuming you would be able to use the design I wouldn't need much artwork, logowork, layout, etc. I am really needing the programming and functionality mainly. The links I would have are buy blocks (pixels)and this needs to be done like [login to view URL] or [login to view URL] faq, advertisers(pixel ad list),tell a friend, contact us and a small idea I want to add. In addtion I need admin ability to ad, delete, modify and copy ads. Other than that the links and functionality of the links are similar to the following sites [login to view URL] and [login to view URL] but the look will be totally different and improved. An autoemail responder after customer purchases an ad is also desired. One more thing the size of the pixel blocks will need to be larger like [login to view URL] 16x16 or 256pixels compared to the standard grid of 10x10 100 pixel blocks, if you can't do this please let me know upfront. The two sites I referenced were created from a Perl script that I can provide the information for. There are other scripts but this one if using a script as a base seems most compatible and is very reasonable. I am looking for maintenance/support once this is complete as well. Need site to be completed in 21 days or less if possible and would like to be able to contact you by telephone if necessary. Thanks
