Bulk edit page using Api function

We would like a page where we can make bulks edits to our members accounts on a 3 rd party service that we provide for them.
page would query our database to find the campaign ids that belong to our members based on the group they are in from our membership site.
Then we would check off any changes we are making and hit submit, submit would perform these changes to all the campaigns that was selected from our side before hitting submit.
We would also like to have the option to attach phone list to the campaigns that we are editing as well.
The phone list will already be uploaded to the 3rd party site they would need to be checked off as the list to attach to the campiagn.
