What is the quote for an operational blog site?

I would like to create a new web site that allows members of a cooking club to add recipes and photos to the site. I believe this will be best accomplished by using a blog or database.
I like this site: <[login to view URL]> but I do not need all of the pages that this site has such as the store and archives.
I would like the following:
- all recipes must follow the same template
- all photos must be the same size
- search capability
- categorization capability (ie. main course, dessert, etc.)
- members of the club should be able to login and add/edit/delete a recipe
Please tell me what approach you would suggest, send examples of similar work and give me a quote.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
