Create a Program that prevents access to our main login page

We have an Amazon account that right now we have given multiple workers access to and once logged in they all have access to areas of our account that we don't want them to see.

I'm looking for a programmer that is able to make a web based program that will make them first log into a gateway page that will then log them into our Amazon account but restrict access to certain areas.

I also want to be able to give each user his own user name and password and to also be able to delete users when needed.
