create a Rss scroller for our homepage

we need a rss feed scroller to show up on our website home page. it would have only text, with different articles and some short description of each article. it would have some anchor keywords with links. the users can either click on article titles to view the article or the anchor keywords in the scroller, to visit the page. the feeds would come through a mysql table which you would create. basically the table would have a field for articles with text and links, a field for start date and end date. the start date and end date would be the time during which the article would appear on Rss feed. the feed can show upto 20 articles at a time. the Rss feed would not show the entire article but first 2-3 lines only. Each article would have a headline followed by 2-3 lines. we also need this to be seo friendly, as that is the main purpose, and we dont want to install some very heavy files, so we need a light weight solution to this our site is made in PHP, MYSQL for questions let me know thanks
