Acess or MySQL Project (small to Medium)

REVISED: Project already coded in Excel, needed as soon as possible. Would like program to run on the web and possibly have a desktop version as well. This is for construction estimating and job costing and has databases for materials and labor pricing. The worksheets in Excel "talk" to eachother" if you know what I mean. So you don't have to retype things from one sheet to another. Much of the work is done in Excel. I also would like to add some Visual Basic type of work for password logins, etc... I also would like the database to have pop-ups, as users currently have to go to the tab on the spreadhsheet below to access it, which is combersome. I would prefer a local coder near Orlando or Tampa, Florida, as I would like to be involved in the initial design process, but this is certainly not a requirement for the right coder. I know this may be impossible. I am ready to get started IMMEDIATLY!!! I will require a disclosure agreement before start of project begins. I know you can't give a real bid without actually seeing my Excel sheet, I just wanted get started and choose a coder. Thanks. Amy ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
