Files & folders locking application

What i basically want is an application using which i could simply hide, lock or apply both to specific files or folders that i want. Once hidden and locked using this application the files and folders cant be accessed via any method (i.e. from dos mode or any other method). The hidden files or folders should not appear while normal search or in windows explorer. Should allow me to browse and select as many files or folder that i want. Ideally locking should just make a folder password protected. The files and folders locked should keep locked even if they are moved to a different pc or a storage device. There are plently many softwares which do this for example "Hide folders XP 2" or "folderlock" I just need the basic options listed as above and nothing else. Dont need a fancy GUI either. Would like this to be created using VB 6.0. It can be coded in a different language as well but in that case it should be provided as an active X control or a dll which can be called using VB. Buyer will receive exclusive and complete copyrights to all work purchased.
