Car Plate Recognition (OCR)

I would like to know how much it would cost to create a software for cars license plate recognition. The application would have a OCR function that "reads" a colour or B/W picture and uses an algorithm to target the license plate from the image and verify in a access database if the plate number is registered. If so, the software executes a program (.exe). The OCR input must be provided into a picture of picturebox. The motion detection and capture image to a picturebox is already done. Here's some system requirements: • Max elaboration time: **750 ms**; • Typical elaboration time: **350 ms**; • Min success ratio: **93%**; • Log of all events • Image archive in .jpg/.giff format of all recognized/not recognized images ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done (testing program, DLLs and ActiveXs components). 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
