Build and design an auction website.

Need to build a website similar to: [login to view URL] Please test the site fully. For the ones who find it difficult to understand Spanish, here a short explanation: Of course users have to register to open an account. They can buy credits, each credit is worth $1. They can pay through “Paypal” or “DineroMail”. The site opens auctions everyday, with electronics products as iphone, mp3, playstations etc. The products are chosen and published by the site. The auction starts at $0. To bid, the user has to use one credit. When the user bids, the price goes up $0.01 and a 30 seconds countdown starts. If no one bids within the 30 seconds, the users wins the auction for $0.01. If another user bids, the price goes up by another $0.01, and the clock starts ticking again, the 30 second countdown starts again. The site is the only one who publishes products, the users only bid on the auctions. If you watch the home page, you will understand how it works. The main pages are: -Home: shows active auctions and future auctions. At the side bar, secondary info as: payments methods, credit packs, Random winners, how it works, etc. -How it works? : Explanation and video explanation. -auctions : Future, active and ended. This shows the active auctions. The future auctions with the starting date. The ended auction with the winners. -Register -Winners: Shows the user (testimonials) who won the product and how many bids he did. The site makes a calculation of how much the user spent in bids (bids x $1) plus the actual price of the product to show the discount he got. -My account: - Acccount info: Edit account details -My bids: Shows active products where a bid was placed and win products -Buy credits -My credits: History of purchase of credits -My purchases: wined items -Refered: Show users refered by the user. -Buy credits: with paypal and dineromail -News -Help -Contact us The site would be in Spanish. I need both the development and design. I need a professional design something similar to [login to view URL] would be ok. The site has to be integrated with “DineroMail” and “paypal”. The site would have a simple referral system. At registration the user can add the email of the person who recommended him. The user that refers another person, earns 3 free credits. Obviously I give for granted that the site would be done in high quality. For example that the site would have a email confirmation in registration, a forgot password? At login, etc. All those small details that should be done, even if I don’t mention them.
