Build a dynamic but simple Gaming/Gambling webste

I need a complete and secure gaming/gambling website. The website should be simple and professional looking. I plan on expanding the website periodically and hope to use the same people through out the entire project. A complete functioning website. Uses MySQL and PHP. Users can create an account, have an avatar, profile which can display info and stats from user record in database. Using a pre existing framework for such things is fine with me, probably better because it will be well documented in how it functions. A form of "eCommerce system". The system needs to allow a user to add money to the players account via paypal and/or credit card and withdraw money as well. Games/Betting: The website will initially offer only BlackJack, wheel of chance and monthly prize contest. I have the artwork used for the deck of cards and wheel of chance already. The technology used for the games I have not decided on yet, I'd like some input or some info on your skillset and see what we can do. I would like this website to look nice but very simple to navigate. There should be a home page, account page, a help or support page. And of course a page for each game. The most important thing is the functionality, the appearance will be nice and simplistic. ---------------Overview of what I need for this initial project/stage--------------------------------- Complete site with a Home section displaying all available games, a leader board, and links to join, login, support, contact us. Games available will be black jack, wheel of chance, and the monthly prize contest. Users can choose to deposit real money or choose to play for "credits" which require no deposit but cannot be used to withdraw money.
