Business search website needed

I am in the process of building a website that will be a simple directory of businesses that will be searchable by US City/State or zip code. The site will need to be optimized for both traditional as well as mobile browsing. The database will contain all the relevant details of the businesses (name, address, city , state , phone , url etc...) as well as an image. The site will also support, but not require, user registration. Graphic design will be handled separately. This project will be take place in phases. I will select an initial developer to code the basic required functionality. If that process goes well, we can expand from there as we layer in the additional features as another project. I will need both the HTML and the PHP/MySQL coding done for the following funtionality; Immediate requirements; A visitor will access either a full or mobile homepage. There should be an admin page for a business to edit their information. A visitor to the site will submit a zipcode or US city/state name. Once submitted, the visitor will be referred to a results page where the results of a lookup will then be done in the DB to retrieve all matching businesses. There should be a full and mobile results page. I will supply the database, table and column names. Must support image uploading (will store a files, not in DB). A page that will allow editing of the business details. Some future requirements; Proximity based searches. Visitor can specify "within 'x' miles/feet". Visitors will be able to log in and save searches as well as 'favorite' businesses Visitors will be able to SMStext or email a businesse's details directly from site
