Convert HTML/CSS Template to WORDPRESS

I have an HTML/CSS template that I would like converted to a Wordpress template that I can upload online. I am looking for a designer/programmer who knows what they are doing. I am looking for someone who speaks english very well, and is on American time zones. I would like the project to be completed fairly quickly, however I do want quality work. Payment will be 30% upfront, and 70% at completion - if this does not work for you, please do not bid. (Completion is agreed upon after the theme has been installed on my webpage and has proven functional and to my satisfaction).
