Soliciting bids for the development of a secure database allowing various levels of access via a web based interface (front end) to our employees and vendor/partners.
The purpose of the database is to allow import of data, process and store data, provide reports and allow for export of data based upon specified criteria.
The data is related to real estate which is being considered for purchase. We must be able to upload lists of properties whereby each record would include the properties’ street address, city, state, zip code, offer price, discounted price, square footage, age, number of bedrooms, baths, etc. The data comes to us from various sources in commonly used files such as excel spreadsheets, comma or tab delimited files. Also, we receive information on properties whereby the data will need to be manually keyed in by users from the web.
If manually keyed in, the data must be validated at input (define restrictions on what data can or should be entered in a field). If imported, it must be standardized (formatting errors, missing required fields, etc.) For example, “123 Main Street Placerville California 95812” would be converted to “123 Main St Placerville CA 95812”.
If a record contains missing or erroneous data, it must be flagged for manual completion/correction.
The data must pass through filters based upon defined criteria (for example properties that were built over 50 yrs ago, or priced above $200,000 are rejected). Newly imported/input records must be checked for duplicates (pre-existing records pertaining to the same property) and if so, the records must be merged.
The system must be able to push out reports to individuals based upon defined criteria. This can be in the form of an email alert with a link to a report within the system.
We must be able to create portals for our various agent/partners that allow access only to properties assigned to the individual. These individual will update the record with additional data which may or may not trigger events such as an email alert to our staff.
After the data is updated by our agent/partners, the system must analyze it based upon simple criteria and make it available in reports.
At this point, our staff makes a final decision to attempt to purchase the property or not. If an offer to purchase is made, the system must notify our staff after a certain amount of time has elapsed allowing us to track or manage the negotiations. If the decision is made to not purchase, then the data must be stored indefinitely. Occasionally, data will be purged based upon the amount of time elapsed.
We expect to store thousands of records. Initially, there will be about 5 internal users and 10 agent/partners however we intend to scale up within a 18 months to possibly 20+ internal users and 100+ agent/partners. Therefore the system should be built to immediately accommodate at least this capacity.

We are a well established non-profit company operating in the field of real estate. We have been doing the above manually with various spreadsheets etc. for over one year and intend to expand significantly. Therefore our needs and processes are well known to us. We now need to automate these processes to allow for expansion.
Will likely require NDA and non-compete given the proprietary nature of this project.
We will need a good backend for administrative purposes and a clean and simple user interface.
We are looking forward to receiving bids.

We are not interested in bidders with little feedback and/or no significant proof of related skills. So please only bid if you qualify to our criteria.
Communication is very important and that there is a group of people dedicated to this project and not constantly changing people taking over.

After reading the description and the flowchart attach , basically you need a CRM related to your property website so that on certain restrictions/parameters you can filter the data and keep the record for realtors and agents.
