adult link dump/free directory website

Hi we are looking for someone to create an adult link dump/free directory website.

With the following options:

Has to be a simple layout that we can change graphics on our own.

Users can submit adult links (free with a reciprocal) that will be added to the top of the page and have real time click stats. (the site has to be able to check the reciprocal links and remove if necessary)

Upgrade (featured links/best links) for a small fee that would place those links in more prominent places, it would not require a reciprocal link.

Easy payment, could just be PayPal

Need an admin area to manually accept and remove links. Also for putting banner ads/codes at the top/bottom and one side of pages.
