Academic Records Software

Looking for a skilled, reliable programmer to create a small software program that will organize academic records and create a cumulative report card/transcript. How the software will work: The end user will submit information and the software will organize this information, and make three mathematical calculations based on the numbers entered (multiplication and addition only). I will provide the winning bidder with a Camtasia video that shows a similar piece of software. The end user will need the ability to print a 1-2 page academic record that has been created. The software should have a help feature built into it, so that the user clearly understands the options available to him. For the help feature, I would like to use small question marks (clickable) beside the input data fields. After installing the software, the user will be required to enter a unique password in order to use the software. So, upon opening the software, I need two fields: one for user name, and another field for the uniquely assigned password. Software should be compatible with PC's running Windows 95 and higher. Program should have the ability to save data entered from a previous session. Most importantly, the software should be user-friendly! When bidding on this project, please provide an estimated date of completion (2-4 weeks, 5-7 weeks, etc.) and briefly describe your experience designing software.
