Adobe Air easy project

I need an adobe air app or C app? to sit in my system tray and when I click it a window pops up. If i drag anything to it, it stores the file name and location. <[login to view URL]>? for how to use drag and drop for adobe air. <[login to view URL]>? for system tray. Then the program will pop up? after one hour, 1 day, 1 week, 1 month after I drag the file? and? to tell me to review that file. So the software will pop up to remind me to review each file at certain times relative to when it was first dragged. Would like to be able to edit the schedule for each item and see a calender and daily view that shows each file. If text is dragged instead of a file, then save the text into a text file in a specific folder.
