Create WordPress Website

I need to create news wordpress based website, a free template can be used, there must be 3 columns on the start page, with infinite scrolling ability The website must have widget that will enable people to register and post "guest posts" (as normal posts including images, background image youtube links etc.) and they must be in "unapproved " category. (some minor adds to this, will be discussed later) there must be a video player widget on the website and ability to upload videos which can be then played in AVI, FLV or HTML embedded video formats. ability to upload GIF-s (and view them) Start Page: Left Sidebar: must show Recent approved posts Central: 4-6 most popular Stories from each category Right Sidebar: Most viewed stories. Analytics installed installed widget to easily add and manage adds and their locations. analytics that will give information on each pages summary (how much income it made through ads) installed security modules We need mostly to be used the free widgets and themes because of not large budget, our budget max is 350$ but we have big plans and in case of the successful co working, full time job can be discussed for website maintenance and improvement.
