Convert PSD to Joomla template

Hello, I need urgent help in creating a Joomla template from a PSD file. Included is a jpg of the template. I would also need some "support" after creation of template to be sure it works as it should on all pages of the template. ( as I am not too advanced in this myself ) Project needs to be finished by tuesday morning at 09:00 GMT. The sooner the better. Template is relatively straight forward. Menu links should be "split menu" and also dropline menu ( like you can find in [url removed, login to view] templates ) I do have a developer account with Joomlart, so if you think you can create this from anything they have released we can base it on something there. It is URGENT that the template will look the exact same as the psd file. Of course, minor UPGRADES as to graphical detail would be appreciated but in general we must create this the exact same way. The website to put the template is already created. As soon as the template is ready I will upload to the site and test it. It is urgent that the designer is available through MSN or urgent replies through e-mail. Winning bidder will have the psd file for easier creation of the template. Right hand column should be made of "image modules". Left column is "latest news" with "read more links". It is also a script there to put which fetches information from a feed. The stuff in the main content area will not change much. But it needs to be created in such a way that it is easy to change text/images when needed. Header is static and should not change. ## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
