Convert a PSD into a Custom template system

I have a website designed that is a PSD file and I have a a custom template system that is in plain text. if you know HTML then you should easily understand how the templates work with any explanation. This is a multi-language website so it cannot be done with commercial site. I do not think that this is a real difficult task for those who know what they are doing. I will provide you with a PSD file and the template layout that will need to be changed to accomidate things. These temaplate files are plain text files that combined to create the HTML.
