The project seems to be interesting, however it's description is definitely not sufficient. There are several open points: Architecture - Do you want to have a separated client and server? Or just have one application, which can run in both modes? Protocol - Are there any restrictions in case of used protocols? If not then simple IRC should be fine. User interface - Does it have to run with command line interface or with graphical one? Target system - which operating systems should be supported?
