Customer management tool for Plastic Surgeons

The software will be web-based, services-based. It should follow test-driven development and I would require documentation on the approach suggested. For each customer: It will store 3 images (before-75dpi, after-75dpi, printable-300dpi). Will allow for placement of black band over eyes to protect identity. Should also allow zooming in. A list of cosmetic surgery procedures for each client chosen by a drop down menu (customisable from an admin interface) with date and price. Automatic suggestion of follow up procedures from predefined recurrence times stored in DB. Should display: Total cost, Any deposit payment, date, Balance and price of gifts total. If balance is 0 the indication, paid off should be very evident, otherwise the balance should be evident. Should be able to calculate VAT at end of month (more info to be provided) Customer details. (Please quote for option to be customisable). Cosmetic products list. Admin panel for process of lists of procedures and cosmetic products. The whole application should be design with user friendliness and intuition in mind. Should be in other words idiot-proof. Application will have language packs and should be fully translatable in the easiest possible way. Should be customisable for a number of users (different surgeons) with separate customer lists. You would be required to sign an NDA and please suggest language and framework to be developed and why. Option for further cooperation if successful on this project.
