Desktop Link/Widget

We need someone to help us create/program a desktop link/widget that will be able to be downloaded (or dragged onto the desktop) or supplied on a flash drive and when the user mouses over (or clicks) we'd like some type of navigation web to appear that would be made up of links to the clients website. Again this will not preform any other task that provide direct linkage to key areas/pages of the clients website. Not sure how this should be created, so your input is important... please let us know how it would be done, the cost and how long it will take... (windows only...
