Application developer required (iphone & android application using openCV)-Progressive payment-No Milestone

I am looking for programmer who already built face recognition application for android and ios platform using openCV. Here is the project details... The functionality of the open cv requirement is to develop a mobile app ( iphone & android) that can conduct face recognition from the iphone's built in camera. They want to be able to hold the phone up to someone's face and determine if that’s the person of interest or not ( or at least with some certainty) 1. The open cv face and object database would need to live on the phone 2. there would need to be a way to import faces into a gallery, save faces to a gallery, pick faces to be used in the recognize database Project scope should like….. Get the face recognition working with a simple movie that detects a faces get that app to scan the web server and pickout the test movies from different folders get that app integrated into the website with user input ( list of url's to scan, number of external links to follow etc... ) I need both android and ios app. My budget is not high at all. Quote for the both please. I will provide you progressive payment not milestone. You will show progress and i will pay.
