C++ based flash and image handling with a pen tool

We are looking to have an C++ application, which runs under Windows based systems. It should be able load external images and flash files into borderless windows inside the main application, and then the user should be able to move, scale and rotate these by using controls outside of these. The flash movies should stay interactive, so they should handle the mouse events, and if they focused, also handle the keyboard events. The loaded object's z-depth should be changable. Another requested part is a simple pen tool, which only capable of draw with a simple colored dot. This layer should be also have a changable z-depth. As it will be a part of an existing project, we will need all the source files. Also for the same reason do not use .NET and/or MFC libraries.
