Create Simple Windows App (VisualBasic)

I have a pretty simple application that I need created for Windows 7 & Windows 8. There's a simple text file on a web server that changes every 60 seconds. The Windows application will need to grab this text file and display the details in a simple, clear, and easy to read manner. The data will be 4 rows and 2 columns (see sample data below). Each row will also need a graphical representation of either green or red color based on whether column two contains a 0 (red) or a number greater than 0 (green). It will also need to display a graphical countdown until the next refresh of the data. This application is going to be run on 3-4 workstations all day long (9 am to 5 pm) and looked at frequently by the users. It must be visually pleasing to the users, easy to open/close and hide/show (hide to taskbar). Any ideas you have to make this software awesome is appreciated. Note: Only bid on this project if you are knowledgeable about VisualStudio 2013 and able to write software using the ClickOnce technology.
