Automated PSD to XLS Conversion Script

I need program in which that runs in the background and detects when a PSD is created in a specific folder. Once the PSD is saved to that folder it'll automatically convert it to XLS > then Automatically will email a copy to its intended receiver. The PSD will be saved with a UNIQUE name each time. example. "[login to view URL]" I have a list of which the UNIQUE NAME is matched with the intended recipient. I would also like to be able to choose which recipient is to receive the XLS via email.
