Create standalone program to automatically process some small text files

I need a small desktop program/utility that will do a very simple process to some small text files that are standard ansi and contain Greek Characters. The program must do the following steps. It will process a certain number of txt files. 1. It will count how many different letters (all are in capitals only) of the Greek alphabet are included in certain lines of each file (full Greek Alphabet contains 24 letters). 2. The only output will be to modify each filename processed adding at the end of the filename a dash and the number of different letters counted (-XX). 3. If the filename is already processed (filename already has –xx at the end), it will be skipped. - The starting line to count letters is always the 4th line of the file - The total number of lines to count letters, will be always the digits 3 and 4 of the filename (including starting line). For example the filename 1012CI.011 shows 12 lines to count meaning counting starts at line 4 and ends including line 15. - If a line is empty, means there are no more files to process and the program will stop. - The filenames of the files to be processed will be provided in a separate file named [login to view URL] and each line will contain one filename. - All files will exist in the same directory with the program. - Java is preffered but not mandatory.
