Create calculation book for steel frame single family 3 bedroom home, for submission to multiple AHJs in California

We require calculation book for steel frame residence, to built for multiple locations in California. We require to use non optimal or toward 'worst case' values for wind, seismic such that the frame can work in a number of different locations with the minimum of changes. We do not require perfection in regard to re-use, but require a steel frame calc book (and design) that is re usable at some reasonable level. Think of the house as a 'tract home' or 'standard model' We realize that this creates extra work on what is already a rather persnickety process, but that is what is needed. We envisage a braced frame design, with various diagonal members. The draft steel frame design exists, in 3D, autocad.
