CMS and iPad App Development

Our company hired a developer to build a custom PHP based Geo-Location CMS with ipad application. I encourage all developers to bid but Preference will be Given to Developers Based in Canada This project is over-budget and has not been completed. We are looking for a developer who is either willing to repair the existing CMS and build the associated ipad app or Build the CMS from scratch and ipad app within our new budget guidelines. The cms has to support all popular browsers. The system is to support basic ordering of our services, classified ads, multi-tiered advertising and payment processing. The system should allow the user to set their location to display content only from their location. The system has to support category and sub-category navigation, searchable content based on tags, alphabetic listings all search engine optimized. The system displays content via a 720px by 480px container. This CANNOT be an iframe. The container has to support google maps, google earth and two different types of media players. The container has to be populated by thumbnail navigation using Ajax or anyway that doesn't require the entire page to be refreshed. The landing page, for example [login to view URL] is loaded the first item in the container that should load is google maps showing locations using our custom logo. Each piece of content loaded should have the abilty for the user to rate the content and make comments on the content and display the number of views. Content streaming is required so a container under the main container is required to stream latest additions and another container of equal size is required to stream text feeds from the backend to the user. This feed is based on the category and subcategory and the user should have the ability to de/select which feeds they want to receive. This is only if they are logged in.
