Develop a webapp for wordpress blog site -- 2

Second re-post; already been ripped off a lot of money by this freelancer from China. Took upfront payment and did not deliver after 3 months. Does not respond to my messages. He was caught outsourcing this project at a cheaper rate. He's already suspended on Odesk. Currently in talks with freelancer team. Webapp works without the need to go through itunes. This is not a native app that works on mobile phones and tablets. Users simply log onto a site using their safari browser and it automatically works like an app with smooth scrolling and app-like functions. Fully functional Webapp for a wordpress content site we're using as a product pitch to a client 2. Availability of source code for future product pitches. • Design Specifications: Wireframe design attached along with fully functional WP blog site that has to be brought into webapp format. Must be able to update real time articles, play videos, open up images and must work almost app-like with smooth scrolling etc. • Content Plan: Should update real-time as soon as content is updated on the content site. The backend is wordpress blog. • Project Timeline - As soon as possible. Content Site that needs to be brought into webapp format will be provided to bidder. Only those with prior experience in developing webapps should send proposals. Please note I'm not looking for a native app developer, I need a webapp. I'm not sure I'll be ready for upfront payment due to my bad experience with the above mentioned freelancer who seemed to have a good repute here.
