Build out a Real Time Website allowing users to post to a certain location and buy from each other

I currently have a domain name and a website but I need to be able to build a real time application for posting places rent. I want to have people post spaces they own for rent, and others to be able to pay and rent it. Basically, once users submit something for rent, and we approve it, it is posted to the neighborhood it is located (without showing the exact location) with the space information such as the size and pricing per day/hour. Once some rents out a space by paying online, they can see the exact location, and the site refreshes to shows that space is no longer is available. Also I would like it to be able to automatically remind the renter a few minutes before they must move from the space, to do so through texting them. I need the application to be able to pay the person who puts their space up for rent, and to allow me to take a service charge from it.
