Classified Site with local Auction option

This being said: I am looking for a web designer software designer that can build me a classified web site for buying and selling household items. It has to have a control panel that allows me to mange the entire site. I have used e-classifieds software before which runs on a cgi platform. Shipping is not a feature that will be needed as it will be local only. The site layout should be similar to [login to view URL] or something similar. I don't want it copied!
