Code existing website design in XHTML/CSS

For our new internet portal we need someone who can migrate an existing website design into valid XHTML/CSS. The design is already done with a graphic program, we need just a 1:1 porting here.
The project covers 1 main XHTML webpage. Furthermore, for some subpages small parts of the design change (like navigation bar, ....).
So in total it is one page which has to be converted from graphics file to XHTML/CSS ( we will provide all assets). In addition, for the subpages we will need some additional CSS-Elements, which we can replaced dynamically. As mentioned above, this can be for example the navigation bar, some texts forms, search filed, etc. In total maybe 10-20 CSS-Elements.
Please note that the budget is limited, but if you do a good job, future work may follow.
