Craigslist/Career builder Clone

I want a website just like the cragslist website([login to view URL])and CareerBuilder with a more user friendly design.I want it to easy to use for he user as well as for the webmaster as I do not have any particular experience managing a website. I want it to have the all Cities in the United States and Parts of Canada to start. Iwant all the cities to have their own page just like on the craigslit website. By that I mean that when the user chooses a city, I want the whole page to change to display the categories and ads of that particular city. I want a lot of ad space on the front page of all the cities as well as within the categories' pages. I want to be able to erase some of the categories and renanme them as I please. I want the users to be able to pay for posting their adds through paypal. I want to be able to choose when they have to pay or not as I plan to make some features free. I want the site in english, and possibly in spanish. I also do not have a domain nor a host it would be a plus if the designer can help me with those. Finally I want the site to feel warm and easy to the user. I would also like the designer to continue to maintain the site when needed.
