Create an Auction Like eBay with Live Video Streaming

I need to have a website created that is VERY similar to eBay, but the website will ONLY do Sports Cards and Sports Memorabilia auctions. I do not want all the other categories at this time. I need to be able to accept PayPal and Google Checkout payments for those who list with me and sell on my site. It needs to be FULLY customizable so that I can change categories, and or create/delete them. I need to be able to integrate website banners. I need to be able to create and distribute rewards such as coupons to my buyers/seller if I choose to do so. The auctions must be able to support up to 4 pictures per auction. I need to be able to customize my fees. I want to be able to upload my own store logo. I would like to be able to create multiple tabs, such as contact us, help, and there MUST be a section built for the users, like the MY PAGE on eBay. I would like to be able to customize the home page display, so that I can display HOT SELLERS, NEWEST ADDITIONS, and change the amount of listings to display on the home page. There would need to be a search feature built in to search auction titles. I want my users to be able to have a watch-list, bidding on, sold, selling, etc... just like eBay. The site will need to be setup, installed, and hosted, and transferable to me, so that I can take over the hosting fees. I would also like to choose my own domain name. The other part I need to add to this website is a tab created separately for LIVE STREAMING VIDEOS. I want to be able to do live streaming right from the site and allow sellers to also do live streaming. They would need to request from me permission to do so, once only, sort of like a separate registration. So they would need to sign up for this and be able to live stream only upon my approval. Again this is something I will customize a fee for. But I would like control to delete the videos as well, at anytime I choose.
